Viewers were told to vote on animated gifs on the "Sweet 16 Reasons to Get Covered" bracket page, which would then allow them to #get covered.

This is supposed to be the tech savvy administration. That's how they won, right? And now upwards of half a billion dollars later, they use gifs of cats and what-not to entice you to sign up, only you get the ever-present 404.
