Methinks she is employing an old Modesty Blaise tactic known as "The Stunner." Wherein, when heavily outnumbered, you burst into an area filled with enemies topless, thereby rendering them totally surprised! So shocked that they simply can't react as you administer a round to each of their domes. (Might not work too well in certain bars in West Hollywood.)
