It's awfully damned bright where the sun don't normally shine. Is she smuggling a thorium reactor into the country? If so, I'd volunteer to insert the control rod into her hot bundle.
She certainly does radiate submission. However, to assure total control one needs to apply the rod of control across the two containment domes before one makes insertion.
