The hat is the giveaway; the crown is big enough to hold a watermelon.
The author is someone called "RGUS" over at deviantart; this drawing is named "naked gun". Most of his work is a bit more cartoonish than this one, about on the level of a good video game or Disney's Frozen. But he can do better. I'd say he's about 75% of the way towards making his drawings look real. Not sure if strong enough graphics tools exist for the layman that can take that last big leap.
